About the project

Poverty in Europe is higher than ever due to rising inflation, war in Ukraine and the young people are the most affected population within the EU population. According to Eurostat; in 2020, 24.2% of children (less than 18 years old) in the EU were at risk of poverty or social exclusion compared with 21.7% of adults. The poverty is rising in European countries constantly as youth workers, our role is to prevent that make the young people more resilient to these changes. In Spain, this ratio goes up to %35 according to the latest statistics. As 50.5% of children whose parents’ level of education was low were at risk of poverty compared with 7.7% of children whose parents’ level of education was high. The youth work’s role in this regard to promote more opportunities for young people to eliminate the inequalities derived from the poverty and lack of socio-economical situation. Objectives

Poverty in Europe is higher than ever due to rising inflation, war in Ukraine and the young people are the most
affected population within the EU population. According to Eurostat; in 2020, 24.2% of children (less than 18
years old) in the EU were at risk of poverty or social exclusion compared with 21.7% of adults. The poverty is
rising in European countries constantly as youth workers, our role is to prevent that make the young people more
resilient to these changes. In Spain, this ratio goes up to %35 according to the latest statistics. As 50.5% of
children whose parents’ level of education was low were at risk of poverty compared with 7.7% of children whose
parents’ level of education was high. The youth work’s role in this regard to promote more opportunities for young
people to eliminate the inequalities derived from the poverty and lack of socio-economical situation.
Usually, the poverty is evaluated about the means that the person has according to the social exclusion criteria
provided by EuroStat. Though, we would like to provide the framework called Capabilities Approach to evalute the
wellbeing of the communities. Capabilities approach was developed by Amartya Sen and Martha Nussbaum in
response to concerns that the dominant mode of measuring a nation’s wellbeing focused solely on economic
growth, or on ‘happiness.’ A focus on “those things that intrinsically matter” (Sen, 1992) rather than the means to
achieve them, recognises that freedom and agency are vital aspects of the achievement of social justice, but also
highlights the specific inequalities experienced by certain groups due to class, gender, race or disability.
The capability approach is widely used in poverty research but almost never used in youth work. We want to
change this with the implementation of this youth work activity and develop a new methodology to make it usable
for the youth work practitioners and make them aware about tackling with the issues derived due to poverty within
the disadvantaged population.
In nutshell, the youth workers often can unleash the potential of the young people in their surrounding and make
them able to do things that is existed within themselves. The capability approach sees the poverty and the
capabilities of people from the-wellbeing perspective from an individual point of view. As the conversion factors
which are sometimes in favor as being a member of privileged group, having education, having strong ties with
the community or as in a disfavoured position as being a member of minority group, having social problems, living
in an area with less infrastructure.
Within this training course, we will make the youth workers about capability approach and how to apply this
framework in their daily work through a set of virtual and face to face activities. We want to increase the
capacities of youth workers to implement the strategies and learn about how to tackle with poverty among the
young people and provide opportunities for the well-being of youth. As poverty is one of the biggest issues among
young people that leads to the unemployment, exclusion from the society and marginalization and radicalization.
The project will give practical tools for the youth workers to implement individualised learning plans, guidance and
counselling tailored to the young person’s needs to promote the young person’s well-being. Moreover, the project
contributed to the objective of the European Youth Strategy 2019-2027 as “Enable young people to be architects
of their own lives, support their personal development and growth to autonomy, build their resilience and equip
them with life skills to cope with a changing world”, by increasing the abilities of youth workers to make the young
people autonomous and resilient.

Activities
The project activity will take place between 01-07 July 2023 ( 6 full-working days – 2 travel days ) in Alcala la
Real,Spain with the participating organisations from Spain, Denmark, Hungary, Romania, Serbia, Italy, Slovenia,
France, St. Marteen ( Netherlands Oversea Territory ) with 22 participants. We planned to include 2 participant
per country ( 1 youth worker and 1 young person who is working in the association in voluntary basis ). For Spain,
Serbia and Slovenia, we will have three participants as one of them will act as a trainer.
The project activity has four phases but the mobility part of the programme is planned as 6 full day programme.
Prior to the mobility activity, there will be virtual activities and after the activity, we will implement follow-up
activities which are explained under project design section.
A1. Online Preparation Module ( April 2023- June 2023 )
Participants will engage on a virtual set of activities ( getting to know each other, community assessments,
readings and etc. ) prior to the implementation of the mobility. Our main objective to implement these activities is
to increase the knowledge level of the participants so that they have more less exactly the same knowledge about
the topics and they are prepared about the training course fully.
A2. Youth Poverty and Exclusion in Participating Countries ( May 2023- June 2023 ):
During the virtual module, the participants will work with their own communities to assess the causes of poverty
and social exclusion and they will use the guidelines provided by us and it will help them to gain a research
experience and learn about the issues in their communities. Moreover, as we have previously mentioned under
participant profile, we planned to include one young people with fewer opportunity to the project who will act as a
bridge between the community members and youth worker to ease the process of the studies.
A3. – Capabilities Approach for Youth Workers – Training of Trainers on Inclusion and Poverty – Training Course
(July 2023 ) :
The course will be implemeneted focusing on the usage of capability approach in inclusion strategies and poverty
alleviation process. Moreover, the participants will have an opportunity to develop their local projects by
themselves during the implementation of the mobility programme. The themes of the training will be : Capability
Approach to Poverty, Inclusion Challenges in Participating Countries, Educational Program Development and
Erasmus+ and ESC Programme.

Step 4 – Follow-Up Activities (August 2023 – December 2023)
After the implementation of the training course, the participants will learn about the project development and the
trainers will mentor them about the implementation of their own activities in their own communities. The
educational activities that are developed within the program or the local youth projects will be based on the
poverty and the participants will be able to develop new ideas focusing on youth research.
Profile of the participants :
– 18+ years old
– Working with young people who are under poverty or at risk of poverty
– Willing to develop tailor-made educational activities focusing on the capabilities of young people in their own
communities
– Willing to learn about the capability approach and its applicability in the youth work practices
– Willing to involve international team of trainers to implement activities with young people with fewer opportunities
– Willing to involve young people with fewer opportunities to local projects and co-develop projects with them
specifically Youth Participation Projects or ESC Solidarity Projects at local level.

Impact

The project is focusing on the well-being of young people and increasing the capacities of the youth workers in
this regard. Therefore, the project has three direct target groups as youth workers and young people in individual
level and youth organizations in organisational level. Although, due to activities implemented as a follow-up by the
organisations, the young people from the participating countries will be directly affected with the outcome of the
project. We have explained the impact below in detailed accordingly to these target groups:
– Youth workers from participating organizations : The youth organizations will involve their staff to the project
activities directly. The youth workers from the participating organisations are implementing activities for the young
people who are under poverty or at risk of poverty. The project will equip them to implement activities and provide
tailor-made educational opportunities for them to reach out their own communities in more deepened manner.
Moreover, the project will promote the quality of youth work and promote the inclusion and prevent the
radicalization and marginalization of young people in the communities.
Moreover, the youth workers will become familiar with the capability approach that they have never experienced
before or used to contribute to the efforts of poverty alleviation. Thus, the project is highly relevant on increasing

activities provided for the organisations although, due to lack of funding, due to local communities restraints or the
issues that the young people faces because of poverty, the youth organizations are having difficulties to
implement these activities with that young people. Therefore, the capability approach and its applicability in youth
work practices will increase the ability of the organisations who are implementing activities spesifically for the
young people who are at risk of poverty due to their socio-economic backgrounds. On the other hand, the
organisations will learn about how to approach the poverty in a holistic aspect rather than a solely monetary value
as a statistical aspect and will be able to develop new activities.
The young people will directly participate in the projects that will be developed within this training course as a
result and it will create a significant impact in the lives of the young people. Moreover, the organisations involved
is providing activities for the different target groups, that’s why it is important and they will start to see the poverty
beyond the exclusive set of material criterias as a result.
Young people who will benefit from the project have following profile :
-13+ years old
-Young people with fewer opportunities ( specifically with social obstacles, economic obstacles, cultural
differences )
-Young people who are coming from low socio-economic backgrounds due to their parents’ education, income
level and etc.
-Young people who are socially excluded due to poverty or at risk of exclusion
– The youth organizations:
The activity focuses on promoting the usage of the capability approach to increase the inclusion of young people
with fewer opportunities specifically the young people who are at risk of poverty and social exclusion. Even
though, organizations have been implementing activities for these target groups as it is explained before, they do
not have specific strategies in place to increase their involvement and eliminate the issues that derived from
poverty and promote their wellbeing. Thus, the project will give them the capacity to implement activities directly
targeting to eliminate the poverty, promote the young people’s wellbeing and create new educational approaches.
